Queensland Launches New Program to Tackle Illegal Dumping and Strengthen Waste Enforcement
Illegal Dumping Enforcement Strategy
The Queensland Government has announced a $17.7 million investment, aiming to help councils strengthen surveillance, enforcement and clean-up efforts to tackle illegal dumping across the state.
Fighting Illegal Dumping Partnership Program (FIDPP) in Queensland
The new $17.7 million Fighting Illegal Dumping Partnership Program (FIDPP) in Queensland is designed to provide councils across the state with the resources needed to tackle illegal dumping effectively. The funding should help councils employ dedicated illegal dumping compliance officers, purchase surveillance equipment, compliance signage, vehicles and other resources to improve their capacity when it comes to prevention and investigation of illegal dumping in Queensland.
Minister for the Environment and Tourism Andrew Powell said Labor’s waste mismanagement had caused recycling rates to go backwards and led to more illegal dumping reports. “Queensland is blessed with some of the most extraordinary natural landscapes anywhere in the world, and we all have a responsibility to protect them from the harm caused by litter and illegal dumping,” Minister Powell said.
“This program strengthens the work we do alongside councils right across the state, giving them the tools they need to identify offenders, deter illegal dumping, and safeguard the local places Queenslanders care about. Whether you live on the coast, in the regions, or out west, every Queenslander deserves clean parks and healthy waterways. This program is a major step toward delivering exactly that.”
When it comes to tackling illegal dumping in Australia, Victoria committed $21.5 million in funding to tackle dumping late last year, and the New South Wales EPA continues to fund prevention and response programs that support councils on the ground.

Move Beyond Enforcement—Build Real Waste Solutions with Klean Industries
Queensland’s new program to tackle illegal dumping reflects a growing reality: enforcement alone cannot solve systemic waste challenges.
Illegal dumping remains widespread across Australia, with tyres being a major contributor:
- Dumping incidents continue to rise across multiple states, including Queensland
- Local governments bear significant cleanup costs, placing pressure on taxpayers
- Weak oversight and economic incentives allow rogue operators to exploit the system
Queensland’s broader waste strategy reinforces this approach by:
- Supporting partnerships with local councils to reduce illegal dumping
- Investing in infrastructure and education programs
- Using policy tools like waste levies to drive recycling and resource recovery
However, the core issue remains: waste systems fail when there is insufficient infrastructure to process materials at scale.
Klean Industries addresses this at the root:
- Deploy advanced tire and plastic pyrolysis systems to convert waste into fuels and materials
- Integrate collection networks with downstream processing infrastructure
- Eliminate waste leakage through traceable, compliant systems
- Turn waste liabilities into revenue-generating assets
- Deliver scalable circular economy solutions aligned with policy frameworks
As governments increase enforcement and penalties, the next step is clear: build the infrastructure that makes illegal dumping unnecessary
